    Abstract:

    The laboratory animals sacrifice for scientific-technical progress and human health. In the recent decades, ethical issues which associate with animal's quality of life have increasingly become a topic of public policy and controversy. Laboratory animal welfare laws can regulate human action, and give laboratory animals the legal rights and status as they deserves. In Euramerican developed countries, laboratory animal welfare laws and regulations are relatively perfect, especially in the UK, it has the most animal welfare legislations in the world, and has a great influence to the world. In-depth study of Europe and America advanced law is of great significance to the legislation of our country.
